Summary

Chad's framework law on cybersecurity, setting the security framework for electronic information services and electronic communications networks and services and defining and punishing ICT-related offences. It gives the ministry responsible for electronic communications the task of drawing up a national cybersecurity policy and the National Agency for IT Security and Electronic Certification (ANSICE) responsibility for regulating electronic security and coordinating the fight against cybercrime. It requires operators and service providers to take technical and organisational security measures, keep communications confidential and retain connection and traffic data for ten years; information system operators must manage risks through standardised systems approved by ANSICE, and operators' networks are subject to annual security audits. It also covers investigative powers, offences against systems and data, illegal content, corporate liability and international cooperation.

Who it applies to

Operators and providers of electronic communications networks and services, information system operators, certification authorities, content providers and anyone committing computer offences; specific defence and national security applications are excluded.
