Summary

The Covered List is the list of communications equipment and services that pose an unacceptable risk to the national security of the United States or to the security and safety of United States persons, published by the Federal Communications Commission on 12 March 2021 under section 2 of the Secure and Trusted Communications Networks Act of 2019 and maintained by the Public Safety and Homeland Security Bureau. Entries can only be based on determinations by executive branch national security bodies, by the Department of Commerce under Executive Order 13873 or by Congress, and the named companies include their subsidiaries and affiliates. The list names the telecommunications equipment of Huawei and ZTE; the video surveillance and telecommunications equipment of Hytera, Hikvision and Dahua when used for public safety, government facilities, critical infrastructure surveillance and other national security purposes; the information security products of AO Kaspersky Lab and the software of Kaspersky Lab, Inc.; the section 214 telecommunications services of China Mobile International USA, China Telecom (Americas), China Unicom (Americas), Pacific Networks and ComNet, and Digitalsystem Technology; and the communications and video surveillance equipment of DJI and Autel. FCC-administered subsidies, including the Universal Service Fund, cannot be used to buy or maintain covered equipment and services, the FCC no longer authorises covered equipment and, since July 2026, it has also barred the import and marketing of previously authorised equipment added in 2024 or earlier. Since December 2025 the list has also covered whole categories produced abroad, namely drones and their critical components, routers, power inverters and advanced robotic devices, except those granted a conditional approval.

Notes
The version consulted is dated 30 October 2026. Dates of inclusion: Huawei, ZTE, Hytera, Hikvision and Dahua on 12 March 2021, based on section 889 of the NDAA for FY2019; AO Kaspersky Lab, China Mobile International USA and China Telecom (Americas) on 25 March 2022; Pacific Networks and ComNet and China Unicom (Americas) on 20 September 2022; Kaspersky Lab, Inc. on 23 July 2024, after the Department of Commerce final determination; foreign-produced drones and their critical components, together with the DJI and Autel Robotics equipment and services listed in section 1709(a)(1) of the NDAA for FY2025, on 22 December 2025; foreign-produced routers on 23 March 2026; the international services of Digitalsystem Technology Inc. on 7 July 2026 (DA 26-673), the same day the FCC denied its application for section 214 authority (FCC 26-44); foreign-produced power inverters and advanced robotic devices on 28 July 2026. The foreign-produced categories rest on National Security Determinations by an executive branch interagency body convened by the White House and have exceptions: devices with a conditional approval from the Department of War or DHS, drones on the DCMA Blue UAS Cleared List and drones that are domestic end products under the Buy American standard (both until 1 January 2028), and toy drones; the FCC publishes separate tables of the conditional approvals. The subsidy ban applies 60 days after an item is added (47 CFR 54.10). The authorisation ban has applied since 6 February 2023 (FCC 22-84) and was extended to modular transmitters by the Second Report and Order (FCC 25-71, in force since 26 December 2025); the import and marketing ban decided on 26 June 2026 (DA 26-635, 91 FR 41023) does not prevent continued use of lawfully purchased devices, and for critical infrastructure surveillance it was suspended until the FCC adopted a definition, later set by the Third Report and Order (FCC 26-50, 91 FR 57798). That order bars the authorisation of devices with logic-bearing hardware components made by companies on the list, requires those companies to seek recertification for any change to their equipment and obliges online marketplaces to display the FCC ID of devices.
