Summary
The order speeds up the move of federal systems to NIST's post-quantum cryptography (PQC) standards, to protect them against future quantum computers and against attacks that harvest encrypted data today to decrypt it later. High value assets and high-impact systems must adopt PQC for key establishment by 31 December 2030 and for digital signatures by 31 December 2031, following migration plans submitted by each agency. The order provides for a NIST pilot project, faster validation of cryptographic modules, CISA guidance on a cryptographic bill of materials and amendments to procurement rules to bind contractors. Sector risk management agencies must help critical infrastructure operators prepare their own plans.
Who it applies to
Federal agencies (excluding national security systems, which the NSA oversees) and, through procurement, their contractors; voluntary support for critical infrastructure operators.
Key dates
- OMB issues memorandum M-26-15 on executing the migration to post-quantum cryptography
- Deadline for federal agencies to submit their post-quantum migration plan to OMB and the National Cyber Director (M-26-15)
- Deadline for the proposed amendment to the Federal Acquisition Regulation (FAR) requiring contractors to comply with FIPS, including the post-quantum standards, by 2030
- Deadline for CISA guidance on the minimum elements of a cryptographic bill of materials (CBOM) and for the FAR proposal on vulnerability disclosure programmes
- Completion of NIST's post-quantum migration pilot on its own systems
- High value assets and high-impact federal systems must use post-quantum cryptography for key establishment
- High value assets and high-impact federal systems must use post-quantum cryptography for digital signatures
