Information Security Doctrine of the Russian Federation (2016)

Summary

Document setting out Russia's official views on national security in the information sphere, which serves as its national cybersecurity strategy; it replaces the 2000 doctrine. It defines national interests in the information sphere, from protecting rights to the stable operation of critical information infrastructure and the development of a domestic information technology industry, and describes threats such as the use of technology for military and influence purposes, computer attacks on critical infrastructure, cybercrime and dependence on foreign technology. It sets objectives and lines of action in five areas: defence, state and public security, the economy, science, technology and education, and strategic stability and international cooperation. It also describes the institutional system responsible for ensuring it.
