Binding operational directive issued by the Department of Homeland Security on 17 October 2016 to set out, as FISMA requires, additional specifications for federal agency reports. FISMA requires agencies to report security incidents to DHS's federal incident centre, US-CERT, part of the NCCIC, and to submit annual information security reports to OMB, DHS and Congress. The directive requires agencies to report incidents to US-CERT under its current guidelines, updated as necessary, to include the CIO, Inspector General and Senior Agency Official for Privacy metrics in their FY2016 FISMA reports, to submit them through CyberScope by 10 November 2016, and to prepare to report the FY2017 CIO metrics. DHS tracks submissions and follows up with OMB or the agency on non-compliance.
