Law amending certain laws of Ukraine on information protection and cyber protection of state information resources and critical information infrastructure objects The law amends the Law on Information Protection in Information and Communication Systems, the Law on the Basic Principles of Ensuring Cybersecurity and other laws, introducing a risk-based approach and harmonisation with EU and NATO standards. It creates a national system for exchanging information on cyber incidents, attacks and threats run by the State Service of Special Communications (SSSCIP) and requires owners of systems processing state information resources or critical information infrastructure to report cyber incidents to the competent CSIRT. It organises the national incident response system around CERT-UA, the national CSIRT and contact point under the NIS 2 Directive, sectoral and regional CSIRTs and private teams. It provides for vulnerability search programmes, including paid ones, state supervision by the SSSCIP of compliance with cyber protection rules and administrative liability for failures to report.

Riassunto
La legge modifica la legge sulla protezione delle informazioni nei sistemi informatici e di comunicazione, la legge sui principi fondamentali della cybersicurezza e altre leggi, introducendo un approccio basato sul rischio e l'armonizzazione con gli standard dell'UE e della NATO. Crea un sistema nazionale di scambio di informazioni su incidenti, attacchi e minacce informatiche gestito dal Servizio statale per le comunicazioni speciali (SSSCIP) e obbliga i titolari dei sistemi che trattano risorse informative statali o infrastrutture critiche dell'informazione a notificare gli incidenti al CSIRT competente. Organizza il sistema nazionale di risposta agli incidenti attorno al CERT-UA, CSIRT nazionale e punto di contatto previsto dalla direttiva NIS 2, ai CSIRT settoriali e regionali e alle squadre private. Prevede programmi di ricerca delle vulnerabilità, anche a pagamento, il controllo statale del SSSCIP sul rispetto delle norme di ciberprotezione e la responsabilità amministrativa per le mancate notifiche.
A chi si applica
Autorità pubbliche, operatori di infrastrutture critiche e titolari di sistemi che trattano risorse informative statali, informazioni riservate o oggetti dell'infrastruttura critica dell'informazione; i CSIRT e le squadre di risposta che partecipano al sistema nazionale.
