Order adopted by the Federal Communications Commission on 27 January 2022 and released on 2 February 2022, which revokes the domestic and international authority of China Unicom (Americas) Operations Limited (CUA), the US subsidiary of a Chinese state-owned enterprise, under section 214 of the Communications Act of 1934. The Commission found that CUA is subject to exploitation, influence and control by the Chinese government and that its ties to that government, together with Chinese laws obliging CUA and its parent entities to cooperate with government requests, pose a clear and imminent threat to US security given its access to US telecommunications infrastructure. It also found that the company's conduct and representations to the FCC and Congress showed a lack of candour and trustworthiness and that no mitigation could address the risks. CUA had to discontinue all services provided under section 214 within 60 days.
