Summary
The executive order makes countering cybercrime and fraud organised from abroad a federal priority, with a response that includes law enforcement, diplomacy and potential offensive actions. The Departments of State, the Treasury, War, Justice and Homeland Security, with the Office of the National Cyber Director, must review the available frameworks and submit an action plan against the transnational criminal organisations behind scam centres and cybercrime, with an operational cell within the National Coordination Center. The plan must draw on the technical capabilities and threat intelligence of commercial cybersecurity firms to attribute attacks and disrupt criminal infrastructure, while CISA supports state, local, tribal and territorial partners with training and technical assistance. The Attorney General must recommend a restoration programme for victims funded by assets taken from criminal organisations, and the State Department must press foreign governments, up to sanctions and visa restrictions for countries that tolerate such activity.
Who it applies to
Federal agencies, in particular the Departments of State, the Treasury, War, Justice and Homeland Security and CISA; it creates no obligations for private parties.
