Summary

The report concludes the work of the 2021–2025 UN Open-ended Working Group, in which all Member States could take part, and was adopted on 11 July 2025. It takes stock of existing and potential threats, the norms of responsible State behaviour, how international law applies, confidence-building measures such as the global points of contact directory, and capacity-building. It establishes from 2026 a permanent UN Global Mechanism on ICTs and international security, with plenary sessions and two dedicated thematic groups, one on specific challenges and one on capacity-building, and provides for a Global ICT Security Cooperation and Capacity-Building Portal. The General Assembly endorsed it in resolution 80/16 of 1 December 2025.

The report was transmitted to the General Assembly by the Secretary-General's note A/80/257 of 24 July 2025. According to the report, the Global Mechanism meets twice a year, with one week for the thematic groups and one for the plenary session; the thematic groups work until the first review conference. In resolution 80/16 the General Assembly asked the Secretary-General to make the Mechanism operational from 2026 and to set up the portal.
