Seychelles National Cybersecurity Strategy 2019-2024

Summary

The strategy puts into operation the 2019 National Cybersecurity Policy, with the vision of a Seychelles resilient to cyber threats so that it can keep using ICT for economic and social development. It sets five goals: a comprehensive legal and regulatory framework to combat cybercrime, protection of cyberspace and critical infrastructure, suitable organisational structures and governance, skills development, and international cooperation. It proposes a multi-stakeholder governance structure led by the Department of ICT and a national CERT (CERT-SC), to be set up in three phases until it becomes a body established by law. The action plan lists projects with lead agencies, priorities and timelines, including a cybercrime bill, a data protection bill, a critical infrastructure resilience programme and training for police and the judiciary.

Notes

The document does not give an approval date; the period is 2019-2024. The period has ended and no successor strategy has been found yet. In the meantime the Cybercrimes and Other Related Crimes Act 2021 and the Data Protection Act 2023, both foreseen in the action plan, have been adopted and CERT-SC has been launched within the Department of ICT. The 2019 National Cybersecurity Policy is published on the same page of the Department's website.
