Summary
The document starts from an assessment of Guinea's maturity under the Cybersecurity Capacity Maturity Model (CMM), the threats, strengths and weaknesses. Its vision is a secure, resilient and trusted Guinean cyberspace by 2027, with cybersecurity managed by a competent national authority. It sets five strategic objectives: improve risk management and the protection of national information systems, strengthen the protection and resilience of critical infrastructure and essential services, promote a cybersecurity culture and digital trust, build technical and scientific capacity and skills, and strengthen the legal framework and international cooperation. Governance rests on a National Cybersecurity Council, a monitoring and steering committee and project committees, with a detailed action plan annexed.
