The presidential memorandum, adopted after the ransomware attack on Colonial Pipeline, recognises that the degradation or malfunction of critical infrastructure control systems can seriously harm national and economic security. It formally establishes the Industrial Control Systems Cybersecurity Initiative, a voluntary collaboration between the federal government and operators that began with the electricity sector and was extended to gas, water and chemicals, and tasks CISA and NIST with developing cybersecurity performance goals for critical infrastructure, which led to the Cross-Sector Cybersecurity Performance Goals.
