The NIST guide helps US federal agencies, and anyone who handles personal data, to protect the confidentiality of personally identifiable information (PII). It explains how to recognise it, including when it results from combining data that are harmless on their own, and how to set the impact level of its disclosure based on identifiability, quantity, sensitivity and context. It sets out the protective measures: minimising the data collected and kept, de-identifying them, technical and organisational security controls, and training. It also gives guidance on preparing the response to data breaches.
